Welcome to the Office of the Executive Secretary
The office of the executive secretary of the Central Luzon Conference is where church policy is reviewed, statistical information regarding the Lord’s work in the CLC is kept and analyzed, and is the office of human resources.
In essence, the executive secretary is also the custodian and steward of policy implementation, management of the corporation’s property and personal records with the aim of making employment with the Central Luzon Conference an enjoyable experience.
Mission Statement
To preserve and maintain official records and minutes of the Central Luzon Conference Executive Committee, Administrative Committee, Directors’ Meeting, and other committees. To secure and make available knowledge of the Central Luzon Conference Constitution, Northern Luzon Philippine Union and Southern Asia Pacific Division policies relevant to the Central Luzon Conference.
The mission of the Adventist Membership Systems department is to develop, implement, and support an effective Adventist church management software system that empowers local churches and enhances membership ministries. Our vision is to enable local churches to serve members more efficiently and help leaders plan more strategically.
How We Serve — 5 Key Areas
1. Church Policies
• Develop, implement, and interpret church policies.
• Advise and inform workers on policy questions/issues as appropriate, to advance the cohesive and orderly operations of our ministry efforts.
2. Missions
• Oversee the department and other ministries, which brings together conference, schools, churches, and other supportive organizations whose goal is to reach communities through ministries, community outreach projects, literacy, evangelism, Bible work, and other outreach activities.
3. Special Projects & Initiatives
• Secretariat also handles special projects/assignments as directed by the CLC President
4. Human Relations & HR Support
• HR Operations & Staffing: Handles hiring, termination, benefits, retirement, service records, and processing employee licenses and credentials.
• Records & Policy Oversight: Manages membership functions, statistical reports, conference directory maintenance, and CLC Handbook development.
• Mediation & Resolution: Offers confidential employee mediation, addressing disputes, diversity relations, conciliation, and sexual ethics policies.
5. Administrative Operations
• Committees & Governance: Records, coordinates, and archives minutes and agendas for EXCOM, ADCOM, Directors Council, and Constitution & Bylaws.
• HR & Credentialing: Facilitates CLC human resources, issues employee credentials and licenses, and processes service requests for denominational workers.
• Membership & Church Clerks: Compiles membership data for statistical reports and supervises local church clerks regarding transfers, baptisms, and deaths.
• Travel & Operations: Processes interdivision travel, transfers, calls, annual leave, denominational status applications, CLC calendar maintenance, and SDA Yearbook data.
Department Resources & Information
Department Resources & Information
Purpose: To prepare and preserve accurate records of all church business meetings, board meetings, and church membership, as well as events important to the local church.
Term: One year with exceptions as described in the church manual.
Accountability: To the Pastor and church board.
Responsibilities
- Attend church board and business meetings.
- Prepare written minutes for distribution to board members.
- Handles correspondence dealing with transfers of church membership and keeps all records of transfers of members.
- Prepare and submit monthly reports to Conference regarding membership changes by transfer, baptism, or death, apostasy, and missing.
- Prepare and preserve permanent records of minutes, events, and membership in the Clerk’s record books.
- Submit church officer list to Conference.
Qualifications
- Committed born-again Christian and sound in the faith.
- Example in Christian and family living.
- Returns a faithful tithe to the local church.
- Dresses according to the highest Christian standards.
- Must work independently of others.
- Must be able to keep accurate records.
- Must be a person who is reliable and trustworthy.
- Must maintain careful confidentiality.
